What is with the spam accounts here?

I see these weird spam accounts (that strangely centre around fertility issues and clinics based on a loose Google translation of some of their bios…) all over the site here, which originate from Vietnam only.

I tried messaging the site about this, but received no response. What’s the deal? Why isn’t there a feature to report or block accounts? This would be extremely useful.
